Italy is approaching Easter red and orange. The new regulations in all regions indicate that travel requires self-certification. Form in PDF for March and April 2021 (Click here to download), If allowed, and the need to travel and visit other homes. So it serves in red and orange areas despite the obvious differences.

March 2021 when self-certification is required

Self-certification is required in the red zone. This is always required for any movement, even in your own municipality. The completed form certifies that you are moving, for the same reasons that allow you to leave home, work or health.

But self-certification in orange is also required For all trips outside your municipality or from 10pm to 5am (curfew order). This is not required in the municipal area, instead if you cross the boundaries of the municipality and are required for all other movements beyond the limits issued by government order, but always if justified by health, need or work.

5 to 22 movements are free in your municipality, so in this case, self-certification is not required. If you live in a municipality with a population of up to 5 thousand and want to move within 30 km of the border (but not in a provincial capital), it is not necessary if it falls in another region. Visits for relatives or friends are allowed once a day for a maximum of two people who can be brought in under the age of 14.
