Guam’s COVID-19 application alert download rate is less than 34%, far below the public health target of 60%, a mile ahead of similar efforts in other parts of the United States.
As of Friday, 24,658 residents had downloaded the app, or 33.69% of the island’s adults, Public Health Information Officer Genela Carrera said.

“In the United States, we understand that Guam has the highest download rate,” Carrera said. “Ireland has the highest adoption rate; they have hit 38%, and we’re close to that.”
Carrera attributed the success of the application to the island’s tight community. The goal is to achieve a 60% download rate, but any increase is good, he said.

“It will be even more useful as more people download,” he said. “Everyone here knows everyone. We used all of our links, our business links, our family connections … we used every link we had.”
WhatsApp was also a key tool in the app’s advertising, he said, pointing to news chains sent forward to the island’s worst.
“I thought our download-a-tone was very successful,” he said. “Our team had really innovative ideas.”

Carrera said the company is cautious and optimistic as the number of daily COVID-19 cases is declining. Only 18 people were tested for the virus on Saturday.
Guam is below 5 on the sixth day of its CAR score. Carrera said if this is maintained, the governor may remove some of the restrictions, increasing the number of people allowed to collect the first of them.
“This is a good sign. The number of positive cases is still low,” he said.
