The purpose of the contracts was to occupy public space for the operation of a two- or three-wheeler service equipped with a self-service car-sharing motor without a home station in Paris.
Brief description of the contract

This consultation will lead to the selection of 3 operators, each of whom will be awarded a Common Domain Occupancy Agreement (CODP) for a home in Paris without a two- or three-wheeler equipped car-sharing service station.
OHRCs run for five years.
Each resident holding a CODP can use a maximum of 2,500 and a minimum of 1,500 devices for the first 2 years, followed by a maximum of 3000 and a minimum of 1,500 devices in the last 3 years.
Technical and regulatory specifications and conditions of occupation of the public domain are described in the consultation file and its appendices.
Authorization to park their self-service vehicles without a docking station in the public domain of the city of Paris will strictly be granted to residents on an individual basis. These must act directly on their behalf on authorized sites in the public domain. They may not submit or assign all or part of the rights conferred on them by the title granted by the City of Paris.
Every resident must pay a fee to the City of Paris for the right to occupy and use private buildings within the municipal domain. This fee will take into account any kind of benefits offered to the contract holder due to domain occupation.
Fees vary depending on the process. This fee for each year of operation will be established on a turnover basis as per the mechanism determined by the candidate. The amount of the annual fee, regardless of income, should not be less than the minimum guaranteed annual fee. Candidate will propose a guaranteed minimum royalty for an approved vehicle collected by the city, not less than 67 67 per year for an approved vehicle.
Every resident must provide a guarantee regarding the payment of fees and fines.
